What If I Don’t Want to Allow Comments?
The first method is the global method and can be set in Options >> Discussion >> Usual settings. The third option “Allow people to post comments on the article.” can be UNchecked, thus making ALL posts and pages free from commentary.
If, however, you only wish to prevent commenting on particular posts (or pages), the right, sidebar menu on your post editing screen features a “Discussion” item with two options: “Allow Comments” and “Allow Pings.” UNcheck the “Allow Comments” option and visitors will not be able to comment on the post (or page).

This option is usually preset on your blog. If, for some reason you have had the comments turned off and would like to have comments again select Options >> Discussions >> Usual settings and be certain the box next to “Allow people to post comments on the article” is checked.
